Best I can do with the PulsarPlus is charging at 6A. Doesn't go lower than that and it's still not doing the trick. As for the dutch climate, we're actually a temperate zone, it barely snows and we rarely have temps below -5... it's nowhere as cold as many places in the US during winter.
