I don't see anywhere in the above posts where anyone stated that. Perhaps one should refrain from false accusations.
If you want us to evaluate the other $5.8b spend and plan, we would need a lot more info than what the article provided. Since the focus of the article was the electrification plans which will accomplish nothing good, that is what we were discussing in this thread. If you have links to support that the $5.8b is being spent to increase the poisoning, that would be good to provide. But please refrain from putting words into our mouths.
