My mom told me about this last month. Honestly, I didn't really pay her any mind. I mean, how could something like THAT ever come to pass? Well, I guess it WAS true:

Yep, a friend of mine was about to have Solar City install a system on his house in Vegas and they called and cancelled the contract after this hit...

Those of us with SolarPV benefit from using the grid and the the Utilities benefit from our production. The fight over the fair assessment of the costs associated with this will take a while to sort out. Meanwhile, it will probably result in some very unfair situations.

Then again, it will encourage going off-grid if the Utilities get the regulatory agencies to go too far.
 
The utilities do receive a rather substantial benefit if solar installations help them avoid the capital cost of building new peak powerplants. Certainly anyone using the grid should be paying for the grid, but if the measures are unfair and punitive it will only hasten utilities' demise in the long-run as it will increase the attractiveness of fully off-grid systems. And then expect legislative attempts to make THOSE illegal.
