value deduct for lost bar?

I saw a 2014 SV today which had <15k miles, but it had already lost one bar :oops: That surprised me, as it seems that half the 2013s I see still claim 12 bars. I was wondering what that lost bar might knock off the value (absolute or %), versus some comparable cars, which seem to have a median around $10.5k:

It might be a good cost/benefit fit for me, as I do need heat-pump, but I don't need that much range.
 
If it were me I'd offer $9k but I'd be prepared to go to $10, assuming the car was nice otherwise and I really didn't need more than 9 or 10 bars. Does it have Premium Package? That's worth about another $1k, IMO.
