The "P3 International" model P4400 "Kill A Watt" plug-in meter/monitor (120v) is under $20 from places like Amazon.

It is a very useful little device, and perfect for measuring L1 "consumption" when begging for e-fuel.
 
not completely sure what i paid for mine, but its not as good as the one advertised. i got mine 3½ years ago. i am pretty sure it was around $25-30 after shipping so guessing cost was something like $19.99 plus tax plus shipping
