I live in a mobile home park with an older home built with a 50 amp 240V service to the home. Power for the EVSE will be limited. If I use only the 3.3 kw charger at night, I will be using only 15 amps and that should work out. My dryer, range, heater are all gas. Lighting is with CF lamps and the most current I take is during the day is with a microwave or vacuum. I'm currently measuring what my real-time current draw is to make my own conclusion of the usage. My service box has room for the 40 amp breaker and a cable run to the car port would be less than 20 feet. With only having a 50 amp service, could an assessment reject the install on that fact alone?
 
Quite possibly you should get the EVSE installed on a 20-amp breaker (instead of 40-amp), and have the EVSE's Control Pilot set to "offer" only 15 (or 16) amps to the car.
