I didn't see that in the bill. The bill basically extended the dates 1 year from last years credit, so I don't know why it would be different.
 
Does this mean I could have the install done (electrical service panel upgrades, conduit run, etc) this year and get a credit for that and the finish the install by buying the EVSE and connecting it in 2011 and be able to claim credits (up to the max $ amount) for both?
 
Only the "Put into Service" year counts for claiming a credit, I believe.

But, it is possible, I think, that the expenses can be in 2010 and/or 2011 and claim the 2011 credit on the combined expenses if the Put-in-Service date is in 2011.

At least, the PV tax credit worked that way.
