For $4.5 billion Obama will get you a few chargepoint stations that send the payments to the Clinton Global Initiative.
For a tiny fraction of that $4.5B Trump could put an L3 station on every block, but he'd do it with undocumented workers, and they wouldn't charge any car that has cruise control.
