Certification letter

The IRS is asking me for a letter of certification regarding the leaf's eligibility for tax credits. I've spoken with multiple people in different departments at Nissan and no one knows what I'm talking about. They say to talk to my accountant, and my accountant is saying talk to Nissan. Ive provided the vin and it their own website even says the car is eligible. Has anyone dealt with those before?

Yes. They have refused everything I've been able to provide and are citing a specific section of the code saying I must have a letter.
 
This is the only form you need, form 8936 . It hasn't been updated yet for 2016 though

Nissan has already certified the Leaf with the IRS. This is done once by the manufacturer per model year with quarterly updates of total sales. It is not done in an individual basis.
