This is of little real benefit because it is discount from MSRP and it cannot be combined with other offers. The current 0% APR 6-year financing combined with Nissan cash back offers are much better and you don't need to be an SRP customer.
 
I beg to differ, thinking this is a great deal! I just did the deal in FL and my net after federal credit is $17,200 (2017 SV). The $10K comes off your best negotiated price, plus a finance discount which can be paid off immediately. I don't see any other deal coming close!
 
Read the fine print in the SRP "deal"--it clearly states discount is from MSRP and cannot be combined with other Nissan offers such as reduced APR financing and rebates. Perhaps someone in SRP's service area will actually get the 10k discount and be allowed to combine it with other incentives, but that is not what the promotion states.
 
Colorado did a similar deal in March with our electric company which is when I bought my Leaf. While the language did say price was off MSRP, my dealer was willing to lower the purchase price and I took advantage of $5k state tax rebate. I think my net cost ended up at ~$13,500 after all tax credits, sales tax, and dealer fees for a 2017 Leaf SV w/o premium package. I'm happy with the deal and the car so far but I had saved up money and would not benefit from low interest financing. They took the $10k right off the purchase price up front and I did not need to do anything other then show a statement from the power company with my account number and sign one document authorizing it.

Is the $10K rebate sales "taxable"?

according to Edmunds, Arizona does not charge sales tax on "manufacturers incentives".

I suspect the $10k would be deducted before calculating sales tax. Consider all options and compare the total price using this rebate vs. other incentives. It would be great if this rebate could be combined with other incentives, but that is not what the terms indicate.

hey, i did just receive this email reply from the nissan-usa contact listed on the srp web page for the offer:
"I just spoke with an AZ dealer the tax is after the $10000 rebate is taken off"

So that's that, hopefully.

From what i see perusing inventory (which curiously seems to be hovering around 26 within 50 miles of me), ALL Model S's (the base model) have the optional 6.6KW and fast charging on them. That sort of bums me out because i don't see much of a need for that for my use case, and it adds $1,770 plus tax to the sticker.

just for the sake of any other Arizonans looking at leafs: The Arizona VLT vehicle license tax is vastly reduced for "alternative fuel" vehicles including electrics. VLT on a $30K new vehicle would be $500 recurring yearly (but decreases 15% each year), but a $30K leaf would be something like $12 if i did the math correctly.
