CleanTechnica has an article quoting ElectricSwede and Bjørn Nylund's YouTube vlogs, saying that new 2019 Leafs are being shipped with BMS that significantly reduces throttling of 2nd and 3rd DCFC session:

It's unknown whether Nissan will come out with a BMS fix for existing owners, though I don't see why not.
