Can anyone point me to information on whether I am entitled to have my Leaf reprogrammed in terms of when it charges the
12V battery?

I searched around the forums but couldn't find anything.

From my understanding it charges on Thurs and Sunday or something to that effect, and this often leaves me having to use an external charger and/or a booster to start the car.

I'd like the 12V battery to be charged whenever I charge the car if possible.

Any help is appreciated.

You can lookup recalls at https://www.safercar.gov/. Recalls are generally for safety-related defects or non-compliance w/FMVSS.

You can find TSB (Technical Service Bulletins) or service campaigns below to see if there are any that apply.

No. From page EV-4 of the '11 Leaf manual
While the vehicle is not in use
When the EV (Electric Vehicle) system is off, the
12-volt battery charges automatically for 5
minutes every 5 days.
The charge timing resets to 5 days without
charging the 12-volt battery if:
. The vehicle is placed in the READY to drive
position for more than 5 minutes.
. The Li-ion battery is charged for more than 5
minutes.
When charging the 12-volt battery, the charge
status indicator light, on the instrument panel
illuminate. See “Charging status indicator lights”
in the “CH. Charging” section.
In my '13 manual, they took out the details as to when and those conditions w/something vague on page EV-5.
While the vehicle is not in use
When the EV (Electric Vehicle) system is off for
an extended time, the 12-volt battery may be
automatically charged for a short period of time
on a regular basis.
Thanks.

What year is yours? I suspect you have a bad 12 volt instead. (I don't have all the TSBs and service campaigns committed to memory.)

IF the OP is leaving the car plugged in most of the time, that would be the likely culprit. You should be able to safely do that with the Leaf, but in many cases, especially with older ones, you can't.

I have been checking my car, and it appears to be charging the 12v battery anytime the car is on??? The battery voltage is always higher when the car is on...

In addition to everything said so far, for my 2013, it appears that the 12V battery is charged every time that the EVSE is powering the traction battery. But when traction battery charging is complete, 12V charging also stops.
