2018 leaf fails to load at 6kw / rapidly switches between 3 and 6 kw

I first noticed something was wrong with charging by calculating the charge speed by hand, and coming up with 3 to 3.5 kw or so. At different chargers in different locations.

(note: chademo charging is fine at 45-46kw)

Is this a fault in the car ?
 
So if charging at a 16 amp EVSE (3840 W- depending if single phase 240V or 2 legs off a 3 phase 208V may be less) and the heat pump cuts in/out, would the dash not report this change as 3 Kw / 6 Kw?
 
Followup:

the car charges at 6kw, and shows that it is charging at 6kw at other charging stations no problem. There seems to be nothing wrong with the car in that respect.

Just at (possibly low capacity?) charging stations it shows the behavior I filmed.

I've since the last post had a charging station installed at home, which is limited to 20 amps (5kw or so i think?) and it shows 6kw charging on the dashboard consistently
