Seems like mostly Marketeer-speak. Perhaps just being applied to UK market for this statement.
Nissan is predicting a shortage in the "first months". That's like saying there's a shortage right now.
Sure, if you already have 7000+ pre-orders and you can make 50000 in 2011 then yeah, the first 2-3 months will have more buyers than LEAFS.

Nissan predicts Leaf shortage

Carmaker Nissan yesterday predicted a shortage of the Leaf, its new electric vehicle, in the first months after it hits the road later this year. It said it has strong pre-orders for the zero emission car, billed as the world's first affordable mass market electric vehicle, with about 7,000 orders from the US and 4,000 from Japan. A website for UK orders, which will initially be fulfilled by imports, goes live in June.

"We are seeing the early adopters," said Trevor Mann, senior vice-president of manufacturing for Nissan Europe. Nissan's task was to spread that interest to more cautious consumers, he said. The first Leafs, made in Japan, will reach the market later this year, with vehicles made in the USA following in 2012 and at Nissan's Sunderland site in 2013.
