is this a good price for solar ?

That seems somewhat typical with what I was quoted when I looked a year or so ago. Is it a good deal? No... Typical? Yes (I think)...

so is the itc -$7,049.00 a fed tax write off ?

It's not a write-off in the sense of a deduction (which lowers your taxable income), but is a tax CREDIT (which comes right off the taxes you owe and thus increases your refund because now you've over-paid)...

That seems about right.
