Attempting to understand the significance/value of a car being CPO. A used car lot near me advertises all of their cars as Certified Pre-Owned. Does that have any value if the cars are not actually at the Nissan dealer?

The only advantage with a CPO Leaf is that if the factory warranty has expired you get a good warranty. The battery pack, no matter what salescreatures may tell you, is NOT covered by a CPO warranty.
 
If it's not sold through that manufacturer's dealer network, it's not going to have the CPO warranty those manufacturers offer. The cars may be perfectly fine, but any extended warranty will be through that dealership only.
 
Exactly. I bought mine from a Toyota dealer that advertised it as a CPO. I have a "limited lifetime" powertrain warranty that as far as I can tell is completely useless.
