If anywhere cold enough for dedicated Winter tires would pick steel over aluminum. Main reasons... electrolysis corrosion from dissimilar metals with road salt, tires tend to seal better to the rims thus leak less, more durable on frost cratered roads.

I'm going to get a set of steel wheels for mine.
It's up to $100 per wheel cheaper to get steels.
