I've never paid PG&E more than 18 cents a kWh (off-peak) myself.

I wonder how long it will be before model 3 owners will begin to demand to be free to use public DC charge sites, and how tenaciously will TSLA fight emancipation?

I'm wrong because your off peak rate is $.18? That's comical. Yes it will help at SC stations, do you own a Tesla, what is your SC use experience?

According to the latest news, cars sold on November 2, 2018 and on don’t get any free Supercharging credit, so 100% of the recharges are paid (at least if the owner does not receive some promotion like the 6-months of free Supercharging from the referral program).

What's different this time is that FUSC is (reported to be) limited to the initial buyer of the car, which might be three to five years on average. It serves to differentiate the higher end S and X from the 3 and Y and it seems likely that S/X buyers are more apt to have and use home charging than 3/Y buyers.

So, my take is that the cost to Tesla for this promotion figures to be fairly small. It might become a permanent feature of the S and X, although that's a WAG and the only thing certain about Tesla is constant change! [Watch them pull FUSC in a few months and prove me wrong...]
 
I suspect that this demand lever that they are pulling is getting people with older Model S and X to trade in for a new car. As long as they trade in the car, it won't add any long term cost. If the car is sold in the private market it will remain free unlimited supercharging, but if it gets traded in, Tesla has been removing that feature when they resell it. So getting cars traded in for new, the number of these free cars does not change and they get a new car sale. I think if they find that the older cars are not getting traded and they just add to the total of free unlimited vehicles the program will stop.
