It might be too late. I'd seen posts on https://www.facebook.com/groups/BayLeafs/ about this along with receiving an email from Plug-in America that directed us to http://action.pluginamerica.org/p/dia/action3/common/public/?action_KEY=20271 that says "We need to act before the day ends on Thursday, August 25, 2016 to keep strong ZEV policies in place in California..."

Look at the quantities of PHEVs and BEVs (if any) sold by some of the above suspects at http://www.hybridcars.com/july-2016-dashboard/, esp. Ford, which sells tons of PHEVs (e.g. both Energis) but a pittance of Focus Electrics.
