My California HOA wants $1,000,000 insurance policies even for plugged in EVSEs

Per CA 4745:

(4) A homeowner shall not be required to maintain a homeowner liability coverage policy for an existing National Electrical Manufacturers Association standard alternating current power plug.

I've interpreted that as meaning that you are not required to have an insurance policy if your charger plugs into an existing outlet.

Does anyone know for sure? Are their lawyers that I should talk to about this?

The Leaf is in my reserved parking spot 3 feet from my back door. The outlet is an unused NEMA 10-30 dryer outlet just inside the door. The EVSE is a portable going from on to the other. The cable goes along the edge of a sidewalk and a wall; it doesn't cross a foot path.

If your EVSE plugs in(as it sounds like it does) I'd argue that if they want you to have a $1M insurance policy for your EVSE they should also require anyone with a stove plugged into the same type of outlet also have the $1M insurance policy. I'd guess that would put an end to that nonsense!

Do they also require the insurance for using a dryer?
I would attend a few meetings to try and discover the real issue.
Then tell them to pound sand.
