My guess is that they are adding windshield wiper fluid - you can see that the hood is up if you look towards the top of the image.
Congratulations
This is exactly what I was doing.

Second place goes to
GetOffYourGas for noticing the hood being raised.
Third place goes to
soldcake for ultra-reasonable idea: library book return at gas station.
Excellent idea from 3rd grade student that has been materialized. No plastic tare! As green as it can be
You only buy as much as your fluid reservoir can carry.
Is there another service offered at European gas pumps that aren't offered in the US?
Gas stations might have:
Gasoline 95, Gasoline 98, Diesel, Diesel non-taxed (agricultural and non-road use only), LPG, AdBlue, water nozzle+bucket+squeegee-sponge*,
tire inflation nozzle*, vacuum cleaner, carpet banging grate*, automated car wash, one-use gloves*, paper towels*, toilet*, 24/7 shop, trailer rental, truck resting area*, WiFi*, seating for resting/eating*, ATM, ChaDeMo+Type2 (usually only 24/7 gas stations positioned in middle of nowhere).
And often every gas station offers their special blend too. So those who want extra cleanliness for their engines should rather buy fuel that has additional additives pre-blended rather than doing it manually.
Stations with no workers at all usually offer only 95, 98, Diesel, paper towels . Prices are almost the same but I love the "no need to wait" thing.
Windshield fluid pump is still very rare (invented in 2014 I think). Usually companies push their plastic bottles as they want no investments. I never buy that crap. Either concentrate (1:50) or just filtered water in summer.
