Means no one has to be a member or have a card, stations must accept credit cards, but member rates can be different. Pretty much the way it is already. There's also a provision for "fair pricing", that's undefined and will require more regulation. We'll see how that goes.
I'd prefer they charge solely by kWh, and if they have to, add more for the gas tax replacement.
