Being stuck at state 14 normally means the OBDII adapter is not fully ELM327 compliant. Which means it does not support the ELM327 commands needed to communicate with the Leaf which uses a non-standard protocol from gas vehicles.
To know for sure I will need to examine an ELM trace. See bottom of help file for how to take an ELM trace and where to send it.
The OBDII adapter reports being v1.5 and if it really was it would work but manufactures are know to cut corners on compliance. Only a small set of commands are needed for it to work with a gas vehicle. But the Leaf needs a few of the special ones a real v1.5 would support.
