If you have nothing (e.g. AC compressor) that can bring the coolant, fluid, cells directly/indirectly to below ambient temperature, then it's of limited use. Tesla and other vehicles w/active thermal management do.

Yes, they use a heat exchanger to cool or heat the battery pack as needed. They circulate coolant around the pack, not refrigerant.
