The start date is the date the car was first titled. Both of ours had NCTC, and I got the program termination email in both cases two years to the date they were both titled. So, generally speaking it’s the day you purchased it or very close to it.

Which chime noise is it? Being a 2011, I suspect many people will tell you to get your 12V battery checked if you haven't recently. A bad or fading 12V battery can do all sorts of weird things with the electronics.

Just had mine fixed this week. 2016 SV, 8k miles. Same fix as mentioned above. Wife's is going in next week for the same issue at 12k miles.
