Can I use the Nissan 30A EVcharger in Europe with an adapter?

I don't think there is. Likely deliveries to Europe use a different but similar looking charger EVSE.
It is a known problem that the Nissan supplied charger EVSE will not work on 208 volts in the US supplied Nissan EVSE, so it would seam they have a very narrow application.
Aftermarket EVSE's tolerate a wide variety of inputs and often can be set for many different current setting.
 
There was a company in the US that could modify US-spec Nissan EVSEs so they could be used in Europe. Several importers that specialized in importing US-market Leafs to Norway, had the EVSE modified before shipping the car over to Norway. I don't remember what the company was called and am also not sure if they are in business any more.
 
With the proliferation of inexpensive aftermarket adjustable EVSE's it doesn't make sense to void the warranty on the OEM unit, keep it for what it was designed for" opportunity charging" and buy another EVSR that is adjustable for your need for non std charge rates.

I did a detailed test of the Nissan 296900 charging cable. if the input voltage is above 180V AC the charging cable switches to 30A output
 
Perhaps work but US Leaf OBC work at 60Hz and EU power supply work at 50Hz .
I don't think to find a answer for ECSC , better to find a answer about On Board Charger if is compatible with different supply's standard.
