Car always moving when not in e-pedal mode

Can anyone tell me why the car is always moving when in D/B mode but not in e-pedal mode (and I don't touch the speeder of course)? Is this some form of "we want to simulate an ICE car while in first gear" or something similar?

Are there any technical reasons for this?

And yes, I could just put in e-pedal mode, but I don't like how it reacts at slow speeds and I feel it uses the friction brake too much.

Yep, it's made to drive as much like a "normal" car as possible. No real technical reason, but no easy way to bypass it either. You do get used to it.
 
When not in e-pedal mode, it emulates an ICE car with automatic transmission. In e-pedal mode, it drives like an electric car should and uses regeneration to slow down.
