So, this has happened 3 times since last summer. I plug in at a public charger and for no apparent reason, the charge terminates well before the car is full. Sometimes as little as 2 kw is all I get. No alarms, just a notice that my car is charging at a very low rate and may be full. 2022 S 40 kwh.

Three times out of how many attempts?

Three out of three would suggest a problem with your car; three out of 50 would suggest a problem with a few chargers.

Many attempts, its just annoying that I dont get any notice outside of 'your car is drawing...' at the most.
The other times I am blindsided by this. The thing that I dont get is the charger will show current flow into the car but the car shows nothing. ( the 3 blue lights)

Sometimes the port gets dirty... I've had similar problems with mine on two occasions (remember: always check if the car is actually charging before leaving 😅 ). Just blow some compressed air into the port on the car, and into the connector before use. I also put a dab of dielectric grease on the contacts of the connector at home. I also went as far as cleaning the contacts with electronics contact cleaner and the shaft of a q-tip.

Avoid blowing into the port or connector yourself. The humidity from your breath might worsen things. I always carry one of those cans used to blow dust off keyboards.

Anyways, your car might have a more serious problem, but that's a simple start :)

Wrong type of grease for contacts. You want conductive grease if anything.

Dielectric grease is a non-conductive insulator. for example, used on rubber boots of spark plugs.

Always use dielectric grease on plug contacts. You do not want to use conductive grease on plugs as it could short between contacts. The grease is not used to enhance conductivity, it is used to ease plugging/unplugging, reduce wear on the contacts, and reduce the effect of water intrusion/corrosion. The contacts still have metal to metal contact for conduction.
