Remote Climate Control On not working at low temps

This has now happened several times - this winter season and last. When the outside temp is "pretty low" (less than 15ºF?), attempting to turn Climate Control On from the Nissan EV&Services iOS app says that it has succeeded, but in actuality it has not. If it is "not too cold," I don't have any issues with the heater turning on. (I have it set to 72ºF).

Has anyone experienced this? Any known issues here?

I forgot to mention that the EV&Services app does work for getting the battery charge level at the cold temps - but it cannot turn on the Climate Control ...

How does this climate timer feature work? I'd like to have the car warm itself about 30 minutes before I drive.
