I have a Tesla Y which I can vary the rate of charge. It defaults at the typical 30 amp rate on my home charger, but I like to charge it at a lower 22 amp rate to reduce stress on the battery during charging while still allowing a 90% charge overnight. We also have a 2023 Leaf which allows time scheduling but, as far as I can tell, does not allow any way of varying the charging rate. Is there any way to lower the current during charging on the Leaf?

The only way to lower the Leaf charging rate is to use an adjustable EVSE, not the OEM one. Adjustable EVSEs start in the $200-300 range on Amazon and most just have a handful of preset current settings, my old Juicebox allows me to set anywhere from 6a-60a in 2a increments but I don't know of any current ones with that many settings.
