They want to deliver all 20K cars by end of summer.

Aren't people who are within the first 1000 reservations already getting the "end of summer" letters?

And the number of deliveries in December appears like it is going to be closer to 4 then to 100.

I thought the 20k included more than just the roll out states
1 bar lost at 21,451 miles, 16 months.
2 bar lost at 35,339 miles, 25 months.
LEAF traded at 45,400 miles for a RAV4-EV
RAV4 traded in for I-Pace Dec 2018

Yes. The other states order Starting summer and get it by End of summer.

I'm assuming that there is some issue - technical, monetary, or political that is preventing them from saying GO, GO, GO! Why else would you not be GOing like hell when you have tens of thousands of cars on order? But maybe I'm wrong - maybe they just wanted to make sure their four customers are really happy with their cars. :D

I tried to guess when my Leaf might arrive based on my reservation and order dates, but right now, it's like trying to draw a conclusion from crumbs.
