OK I opened and I am bummed becasue there is no carburetor in there, just a big plug switch fuse thingy 
But seriously that is the plate above the HV cut off correct? I suppose it is an "inspection hole"?

Yes, the HV battery disconnector lives under that cover . . . in the middle of the pack in the picture below.
I'm reading that you flip up the latching part, then pull straight up. It splits the battery 'in half', into two ~190V banks instead of a single ~380V bank.
EDIT: I now see the disconnector piece itself to the right of the pack (orange and green part).
