I believe the 3G upgrade was only available in very late 2016 by which time they were probably only building 2017s so unless your 2016 was upgraded to 3G you likely only have the 2G unit. Having said that, I'm not sure why it would work close to the border so your 2016 might have been updated.
FWIW, I'm in Ottawa (so very unlikely I'm picking up a US tower) and can connect to the car with the app and get updates / turn on charging / heating but my usage hasn't been updated in almost a month.

Since I last posted this message a few years ago, I found out that 2016s did in fact come with the 3G TCU (2G in 2011-2015). However, the SIM card in the 2016s does not allow roaming (or for some other reason) so while NissanConnect/Carwings worked on US 2011-2015s with the 3G TCU, it doesn't work on 2016s
