Maybe on in accessory mode? Of course that would be most useful if accessory mode didn't unlock the "ignition" lest anyone could get in your car and drive away.

One of my big gripes about laptops - USB ports not powered unless the laptop is turned on - even if it is plugged in.

This works great with the computer in "suspend" state, but not in "hibernate" or "off" states - for me at least.
