Not sure I would call it a "city" car, the Think is a city car. The Leaf was designed to please many groups and by no means will it be an easy car to park in a "city" like SF, NY, etc. It's more of a close suburb and large city car.
 
Its already done.. The "ChargePoint" network has access cards (RFIDs), and the charging station owner can decide what the charge is (if any)...

The EVSE's are made by "Coulomb"

There is a new apartment complex being built in Tucson that is having several Charge Point chargers installed in their parking lot. I'm not sure what the charge, if any, will be for the renter.

There are laws on the books that prohibit HOAs from condo-dwellers from denying requests for EV charging
