I remember when I first bought the leaf, I was paying 10 cents, then they bump it up to 12.5 cent or 12.9 can't remember. right now the lowest rate I see on there website is 18 cents .. did it go up again ?

Yeah, quite a while ago.

Looking back at my bills I didn't ever pay that little for electricity, not even back in 2011. Some of the EV-Project plans had super-off-peak rates that low and even lower, though.

My current SDG&E "winter" EVTOU-residential rates/kWh:

(Delivery + Generation)
On-Peak. Off-Peak. Super Off-Peak
$.12713. $.12713. $.12713. (Delivery)
$.09763. $.08593. $.06259. (Generation)

$.22476. $.21306. $.18972. Combined Total

I mostly charge Super Off-Peak, but the rates have gone up since 4 1/2 years ago. Doesn't feel like they are trying to encourage EV driving (maybe just a little, while maximizing profits!)

Of course "summer" rates are higher, especially On-Peak.
