In Dallas, we butchered our bus network to support the rail network. You end up with buses being spokes off rail stations, dropped frequency on non rail connected routes and horrible satisfaction. People that liked riding one bus for long commute hated it. Then most job growth is now outside the reach of our still large rail network. People moved to rail raising those numbers and fewer people rode buses. Total number of people riding transit dropped.
Given the large rail investments over last 25 years, I have expect other cities did same stupid thing Dallas did. Houston has worked to improve its bus routes and done well. It also has a very small rail network, I.e., fewer fixed costs draining revenue from the system.
