The regulation should be applied to any vehicle that produces less than some set DB of noise (loudness) at low speeds. They've made significant strides in getting some of the gasoline cars to be quiet enough to surprise pedestrians - though it's still no excuse for hitting someone, like obviously if they are hearing impaired or deaf. It's basic driver responsibility not to hit people, children, lamp posts, concrete columns, other vehicles, houses, bridges... etc. And comparing this issue to texting while driving and the numerous fatalities from that...
