She already said she estimated about $3000.

What I want to know is, since it's not the dual-gang L3 we were originally promised and Mahi Reddy hasn't said anything about this so I'm guessing it's not Sema Connect, who makes these chargers you're installing? Coulomb/GE? Or are they GE's WattStation? Or Blink? A/V? OpConnect (hope hope hope)?
