Yes, some locations would not be a good fit for L2 (small, busy, in and out). But some would and these would likely work well for L3 if near a highway.

Critical for good QC station locations is easy access, very close to major traffic routes and intersections.

In some cases, the land in the "cloverleaf" might even be a good location.

Rather than post on Starbuck's 'comment site, I took another tack. Sent a note to corporate appealing to their business sence. If OTHER coffee / bagle / donut / crepe joints get the "green" jump on 'em . . . it'll be much harder for Starbucks to win back customers. Gently, along the letter I mentioned all the folks with dinosaur mentality (still driving land barges ... solo ... cuz, "no one's gona tell me what to do" mentality) who will continue to post negative comments (for the most part) because pooh pooh'ing EV's enables them to not face all the realities of why EV's are simply going to become a necessity ... sooner or later.
