It is relatively low per person compared to some places, like Qatar or small industrial towns where there are carbon-intensive operations like petroleum refineries. However, it is high per person compared to other places with a LARGE number of people living there (especially if you control for heating/cooling costs), like New York, Paris, Tokyo, etc.

LA is just very poorly planned and laid out for a high-population area. That fundamental inefficiency leads to its high pollution compared to major cities despite a mild climate and large number of people who like to think of themselves as "green".
