LA area could be "low" per person, but highest polluter due to the LARGE number of people kiving in the area.

LA is just very poorly planned and laid out for a high-population area. That fundamental inefficiency leads to its high pollution compared to major cities despite a mild climate and large number of people who like to think of themselves as "green".
