Northern California 680 S Express Lane HOV White Stickers

I've not created a separate topic before but this forum has provided so much valuable input and assistance I thought it was time to speak up. I've been driving in the HOV lane with a yellow sticker since '05 and have now migrated to a white sticker on my leaf. My commute goes across the Sunol toward the bay area which crosses the 680 southbound Express Toll HOV lanes.

This past week I was pulled over by the CHP and given a ticket for driving solo in a high occupant lane. I provided the officer with my white sticker cert and pointed out the stickers on the car but he indicated that the stickers were NOT valid in the toll lanes. Now I'm confused. Here's what I've read thus far..

Similiar to this thread it appears in the LA area that this may be true..

It clearly states:
"White-sticker vehicles can use the Express Lane for free."

So now I'm confused. To say the least I will attend my court date and see what happens, but was hoping to see if anyone else has been sited or perhaps there's a member of the CHP on this forum that might shed some light. Was the CHP officier wrong or am I not seeing the write information?
 
Just print what is listed in the link and dispute the ticket. Carry a copy in the car.

I also used a color marker and highlighted the words "Toll free" where the CVC codes describe it.

"Express lanes (also known as High Occupancy Toll or “HOT” Lanes) allow solo drivers the option to use the lanes for a fee. All eligible carpool vehicles including clean air vehicles with applicable decals will continue to use the lanes free of charge. "
 
In the San Jose area the HOV lanes on 880 and 237 are changing to Express Lanes and the white stickers continue to provide for free access. For details see :

237 is in my daily commute.
Unfortunately they have added a double white lane for part of it, so I can't legally enter the HOV/Express lane for 3 exists.
I notice quite a few people ignoring the double white lane and crossing over...
