Vehicle Information Sharing in Carwings

In Carwings, under Vehicle Data Transmission setting, "Share Vehicle Info".

Does anyone knows the difference between "Share Vehicle Information" and "Share Vehicle Information When Powered On." In the manual 5-12. They both have the same description except the latter says it will share every time it is turned on, ACC, or ready position.

Someone will correct me if I'm wrong, but I think the "...when powered on..." option forces the car to transmit data every time the car is first turned on. The other option allows the car to send data, but it is not clear how often or when it transmits. If you say no, then it will not transmit data. I use the "when powered on" option so the data visible to me on the CarWings web site is fairly up to date.

I played around with those settings. They're both on now, but they're not uploading any data to Carwings site anymore. I even reset to default and nothing.
