Out of those level 2 stations what would make more sense to install perhaps on the pole by the house in Vancouver?

Garage indoor option is considered as well though for the simplicity of use outdoor installation would be preferred.

Last but not least has anyone run into problem ( theft /vandalism/ water damage on an outdoor EVSE in Vancouver BC?

Any toughts will be appropriated

I have something like this on a pole (DIY pole, added an outlet on the other side for vacuum cleaner, also added water pipe for pressure washer, kept tap near ground )

I would recommend EVSE without buttons. And definitely hard wired. Dug a ditch with a shovel and put routed the cable safely underground.

Technically I ran 2 cables and one water pipe in one ditch.
 
They are all outdoor rated, the GE you wrap the cord around the box, the Seimens has a place for you to plug in the end of the EVSE, you'd need to figure something with the Juicebox although I believe they may now come with a plastic plug you mount to something to plug the J1772 end into when not in use, although you'd probably want to mount something like a garden hose holder?? to wrap the cord around, when not in use. I believe I've seen others purchase the j1772 female plug to the front of their GE unit so they have somewhere to plug the cable into when not charging, they are ~$12 I believe from Amazon.
Living in Canada I'd believe an even more important thought might be how flexible the cord is, some get as stiff as a board in 0F temps, others that are more of a rubber cord stay somewhat flexible. Vinal is nice in the summer but crap in the winter.
