For anyone interested in how the utilities are going to meter for PEV charging (under EV-TOU-3 or similar), this document is worth a read:

It highlights many of the challenges in separating PEV charge costs from residential electricity, and some of the unsolved issues in property boundaries.
I couldn't find a clear direction on where EV-TOU-3 is headed, with subtractive metering, so this might be something SDG&E is just hand-waving right now. Hard to tell.

The "Environmental Coalition" is also pushing this to allow charges for highway/excise tax, since we don't pay for it in gasoline. (!)
 
That was interesting paper. One of the end conclusions: stick with a single whole-house electricity meter for now until it all gets sorted out. The homeowner who pays for a second meter dedicated to the EV may soon find his investment obsoleted by rate structure changes, or by sub-metering at the EVSE.
