Regarding the WA Sales Tax exemption - this is officially available for cars costing less than $35,000. Based on you post & deal, I assume that means < $35K based on the final price & not the MSRP. Correct ?
That is correct. It is based on selling price (or true market value for leases). Here is a link describing the program:http://dor.wa.gov/Docs/Pubs/SpecialNotices/2015/sn_15_Alternative_fuel_vehicles.pdf
From my reading of it, any finance cash back (i.e. NMAC) would be considered "from a third party" and thus not reduce the selling price of the car. That's probably a gray area. Fortunately I didn't have to worry about that since the selling price was already below $35K before any cash back finance incentive.
Regarding the WA State tax exemption, I read or heard that the legislature was considering yet another change to the language to allow tax emption on the first $35K of the vehicle selling price. I don't know what, if anything, came of that.
