Yes it is my interpretation. The stations along the I-5 corridor are planned for retail outlets in the vicinity of I-5 not safety rest areas operated by the Washington and Oregon departments of transportation. Same for the I-40 corridor in Tennessee. Thanks, Michael Chamberlain
