That is absurd, the only noise I hear from cars on the street in the city are tire, road, wind noises, etc. The cars with loud obnoxious engine noises are the ones with operator induced muffler enhancements not found from the factory on cars like Honda, Toyota, Nissan, etc… What a bureaucratic waste of time and money… Why don’t we install whistle tube-like pieces on the front bumpers that only blind people can hear? Say, we could make all blind folks wear red cones on their heads and when we spot them, we could be required to put our windows down and bang on the outside of the door? If mine uses electricity to do this, I will disable it...
