Had some time to ponder and didn't see a specific thread that covered all states in the U.S. so thought I would post both a new thread and see if other states are proposing anything new -- the reference for this can be found below, they have a drop down for all states as well as Canadian provinces and U.S. territories:

If you have a better reference source please share it; this goes way back to the license plate game we used to do on our long distance trips as kids (before in-car DVD's, game boys and Sat radio, etc.) but with a twist on EV's. It looks like only 5 states have some kind of unique way available to new purchasers of EV's, can't assume it's any less expensive in all areas but it is in IL ($35/ for 2 years versus $99/yr); some states will have plates for low-speed EV's but obviously these don't apply to the LEAF:
AZ - Alternative Fuel
GA- Alternative Fuel
HI - Electric Vehicle (site reported last update; #1635 on 1/20/12)
IL - Electric Vehicle (site needs updating -- last was 252 on 11/18/09; plan to register and add something new)
MA - Electric Vehicle (new release for safety of first responders; includes hybrids)
VA - Clean Fuel
Our IL EV plates are rather plain (plan white plate with 4-digits followed by 'EL'; unfortunately 'EV' was taken by 'exempt vehicle') but a lower number series due to how few have been registered, other states may tack on that having one of these plates automatically allows them to use HOV lanes with a single driver but here in IL we don't have these (yet, anyway). So, basically only IL and HI have a unique plate available just for an EV --- anyone from other states hear of proposals to add them? If so I'd encourage you to sign up on the site mentioned above if you so choose and report your findings here for any new LEAF driver's who may be helped by the information. We already all know about the HOV sticker stuff going on in CA and I'm surprised they don't have EV plates but they chose a different path --- as well as some states that exempt the state sales tax on a purchase, but still no unique plate? Many states have "Environmental" specialty plates but these can be put on any car for the most part. Am I missing others ...
