Well, it's a typo.

Typo? It reads "APPLIED VIN AND DATE : Built after JN1AZ0CP(*)CT 023495 06-Jun-2012". I read that to mean that the factory has applied this to VINs 23495 and up, so all Leafs below this number need the update. It's that cryptic Japanese way of doing things. =)

I updated the image with the current TSB.

I see what you mean. I think it's their goofy wording that threw me off. If they said "Applicable to VIN and date:", that'd make things clearer.
